How often each certificate is due

In a private rented property in England, every fixed installation must be inspected and tested at least every 5 years by a qualified person, and each landlord-provided gas appliance and flue needs a gas safety check every year.

Last checked: 18 October 2026

The intervals

The two statutory certificates below, and one annual record that is not statutory.

Who can carry out the check

For electrical safety, the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 mean every fixed installation must be inspected and tested at least every 5 years by a qualified person.

For gas, the annual check is on each landlord-provided gas appliance and flue, only a Gas Safe registered engineer may issue a CP12, and the record names the landlord (or agent). This page does not say who is liable on a specific property.

The penalty for a breach of the electrical regulations enforced by a local authority is up to £40,000, raised from £30,000 by SI 2025/1043, in force 1 November 2025.

Social housing: the electrical timetable

The Electrical Safety Standards regulations were extended to social housing by SI 2025/1043, in force from 1 November 2025.

  • For social housing tenancies granted on or after 1 December 2025, the duties apply from the start of the tenancy.
  • Only where a tenancy was granted before 1 December 2025 and the landlord is a registered provider of social housing: the duties apply from 1 May 2026, and the first inspection is due before 1 November 2026.
  • For other social tenancies, see the social housing electrical safety 2026 page.

The tenancy-grant date decides which rule applies.

Dates that are coming, and are not yet law

  • The draft Electrical Safety Standards in the Private Rented Sector and Social Rented Sector (England) (Amendment) Regulations 2026 are still a draft, due to come into force on 30 November 2026. As drafted, they point the "electrical safety standards" at BS 7671:2018+A4:2026, remove the separate duty to carry out further investigative work, and mean a new tenancy needs no fresh report if one from the last five years is still current.
  • Awaab's Law Phase 2 is due to come into force on 30 November 2026, extending the significant hazard requirements to a wider range of hazards, including electrical hazards.

These are proposals and planned dates. Check the current position before relying on them.

General information about public law and standards, not advice on a specific installation or property. Which code, certificate or interval applies to a particular installation is for the qualified person who inspects it.
